Which one is correct? Both? What is the difference?
⒈Populations of city have grown.
⒉Populations of cities have grown.

Both can be correct - it depends whether you are talking about one city, a certain number of cities, or cities in general.
Your second example is correct.
Your first example is incorrect, because your plurals need to match, and you didn't use articles.
