Hi!
This uses a colloquialism "the end all be all" which is to say, the final, perfect version of something. The person is saying Trump isn't the perfect version of corrupt and vile people. The simplify it further, the person is saying Trump is not a really bad guy compared to other people who are worse.

I think Carmen was being a bit generous. There is a difference between 'not a really bad guy' and 'not the vilest and most corrupt'. The normal phrase is 'be all and end all' - here at least.
