Does it mean human must help these species by breeding animals like frogs. If not, we can only hope animals survive and live in unburnt areas by themselves? or does "otherwise " just mean "in addition”?

To me it's unclear, and you've identified both possibilities perfectly. I prefer the second interpretation ("in addition", a slightly unusual use of "otherwise") as it seems to make more sense; but really, your guess is as good as mine.

To me it seems to be more like "if not". Try to take it as you can only expect them survived in unburnt pockets on their own, without human assistance.
