Different names are used in different cities. In some cities, the whole area would be just the waterfront or the harbourfront. The whole area can also be referred to as the boardwalk or it can be used to refer to just the wooden walking area. In other places I've lived, it has been called 'the promenade'. However, I've always thought that word sounds a bit old-fashioned. Every city that I have lived in and visited in the US and New Zealand has used one of the above.

I am from Vancouver, and I am used to this being called a "seawall".

In Britain in seaside towns that area would almost always be called the promenade (or "prom"), the idea being that you walk along and enjoy the sea views. In larger cities, which people come to for reasons other than the sea, another word is quite likely to be used, I'd think, but it would vary according to local usage. I don't think there's much consistency. Personally I would still call it the promenade, so as to be sure of being understood.
