"I'm bored" means you are bored of the situation you're in -- for a certain period of time. "I'm boring" describes you as a person -- no matter the situation, at all times. You could be a fun-loving, exciting person, but at the moment, you could be bored. If you're boring, it says more about you as a person, rather than how you feel at the moment. If you're boring, you are dull and no fun...ever.

"I'm bored" means you are not finding your current situation interesting. "I'm boring" means you are causing other people to be bored, likely because you are not doing anything interesting to them.
