Dry is an adjective, but it is also a verb.
I am going to dry my hair before I go out.
Please dry the dishes before you put them away.
Dry your hands before you touch it.
'Dry out' is a phrasal verb, which basically means to become dry.
Stand near the fire so you can dry out.

em…in my pionin,dry is the same as dry out. But there is a difference between this two words. I think "dry out" is emphasize to make some water dry out…

dry, dry out, dried out
Dry: is an ADJECTIVE, which refers to things (nouns) that lack moisture (something that is not wet).
Dry out: is a phrasal VERB of dry. It refers to things have lost moisture. Things that have become dry.
"The chicken is dry." There's no moisture in the chicken.
Present Tense
"Make sure that you do not overcook the chicken. You do not want it to dry out."
Past Tense
"The chicken has dried out."
