Does " Women" and " Cis women" have the same meaning?

Dbo is correct. Cis (or cisgender) is the opposite of trans (or transgender). At least by some people in some cultures, a person who is “assigned male at birth” (e.g., because the baby has a penis) but who identify as women when they are grown up is considered a woman not a man. Such a person would be a trans woman. A person who is assigned female at birth (e.g., because the baby has a vagina) and who identifies as a woman when she is grown up would be a cis woman. Most women, therefore, are cis women, but not all women are cis women. In the United States, there is growing acceptance of this type of thinking about gender, but not all persons in the United States are willing to consider a trans woman a woman. They think “a woman’s a woman, a man’s a man, and you can tell the difference just by looking at the anatomy.” Other cultures that have more traditional conceptions of gender and may also struggle with or reject the idea that a trans woman should be considered a woman.

"Cis women" are females (biologically speaking) identifying as women (gender)
