behoren tot and horen bij
Do they both mean 'belong to'? Is there a difference between these two words? Thanks!

"behoren tot" means to belong to a group or category, e.g. "Walvissen behoren tot de zoogdieren" or "Utrecht behoort tot de meest creatieve steden van Europa". You can also say "Utrecht hoort bij de meest creatieve steden van Europa", which is less formal than using "behoren tot".
Apart from being more colloquial in style, "horen bij" is more frequently used to refer to people (e.g., "In een park is het moeilijk om te controleren wie bij wie hoort") and also expresses that something fits or is a match, e.g. "Deze sleutel hoort bij dit slot, want de andere is te groot".
