这个句子很少用， 是说话人创造性的“新话”。 跟一个流行词语很类似：被萌到。 which means : moved by the charming and childish things.
So this sentence is very  clear: I was so touched and moved by that utmost xxx(anthing, words, action) 狠 means very brave bold, at the cost of hurting himself..

北京人常说： 够狠的， quite similar meaning 。

Btw， this is very TW style by 有+verb+到， the Beijing style: 被狠到了， 被萌到了。
