No. That's not possible.
"Your effort has paid off." = "Pay off" here means led to benefits /success. It is intransitive (no object), so it can't be in the passive voice.
"My house has been paid off." = "Pay off" means to make the last payment on something.
"I have paid off my house." = active, has a direct object
"My house has been paid off." = passive, OK.
