Do the English use rolling R when pronouncing?Sometimes I really hear it pronounced.

What you're hearing is a person who has learnt English as a second language, but still uses the R from their first language. Many other language still roll their R, but a rolled R is very unnatural in English, and can sometimes cause pronunciation difficulties.

Generally the answer is no. However in some cases sounds pretty similar to a rolling R might occur. They could be the T-D flap in American English; the Th combination, mostly in ebonics. The Thr combination [as in thrust, through] may produce a similar result. On top of that there is also a Scottish dialect which actually uses rolling R's
