Hello,
About prepositions... "he wrote me a letter", but "he wrote a letter TO me" -- the using of the preposition depends on the order of words -- right?

Yes. You've got the idea. Here are the formulas to use with a verb like "write" that has both an indirect object and an indirect object:
Order #1: subject - verb - indirect object - direct object
Order #2: subject - verb - direct object - preposition ("to") - indirect object

Of course, prepositions are used differently depending upon how you construct a sentence. There are rules of grammar to use as a guideline when deciding on the use of prepositions.
You always use a preposition to show the relationship of a noun or phrase to something. The subject and verb must occur before the preposition and it should be followed by a noun. Never follow a preposition with a verb.
