Hello everyone! Could anyone help me with the following, please? I'm reading an article about a nuclear facility, and one sentence puzzled me a bit: "In the 2120s, once it has been filled, Onkalo will be sealed and turned over to the state. " What does "turned over to the state" mean here in this context? I looked up the verb "to turn over" and found out one meaning, the closest to the context: "to use or allow something to be used for a different purpose:
turn something over to something: Grants are being offered to farmers who agree to turn over their land to parkland. "
But now I can really understand what "turn over to" and "the state" mean together.
