I know how to change a sentence from active to passive if we have only one verb but here we have to verbs, how do I know which verb I have to change 'Going' or 'tolerate'. These are already passive voice. Are you wondering how to change them to to active voice? You would have to change both verbs a bit, and leave out the verb 'to be'. a The people are not going to tolerate the govt's despotism b The people were not going to tolerate . . . c The people are not tolerating . . . d - is kind of weird - more like an order than a statement.
