Does "get my karma points out at once" mean the same as "get my karma point at once"
Why is there "out" in it when he's trying to receive points? "Out" sounds like taking away good points.
Context: he wants to adopt kids to make up for bad things he did.

Yes it means the same as "get ALL my karma points at once"
In English it is common for many speakers to say get out or put in to emphasise "receiving/ taking / giving something anything". He says get out to emphasise he will have received enough karma points to be fully enamoured by the community (enamoured = loved). He is emphasising this one act will make him very popular and loved by the community he is apparently doing it for ulterior motives. -> this explains the woman's gasp of surprise and slight shock/disgust/horror at the beginning of the audio clip.
