He seems rich or He seems to be rich Is the first sentence also correct? Is it ok to delete‘to be’ ? as rich is using to describe how you think about the subject ? Thanks!!

Either is fine. It's okay to drop the "to be".

Both sentences are correct dear.

Both are correct in this context, because ‘rich’ is an adjective. But when the sentence ends with a noun, you can only use seem to be. For example: He seems to be a teacher. Not: He seems a teacher.
