I guess the original as : ""Why is the new emphasis on sticks instead of diplomatic carrots?"", this is a question ,its declarative sentence is such as: The new emphasis is on sticks instead of (on) diplomatic carrots?" Is my guess correct?

I don't disagree with guidedog. However I would argue that the original sentence (or phrase) is valid, even though it may not be complete. I'm not certain as to the specifics. I believe there is either an understood verb, or that it's a rhetorical construction that works without the verb. I'll make up an example to demonstrate: "You've been complaining about everything since you got here. Why all the whining?"

Yes. There is no verb so the original is more of a title and is not a complete sentence.
