"Shrub" is much more specific. "Shrubs" or "shrubbery" are bushes that are intentionally grown in specific places in front of houses or other buildings, to form a line between two properties, to decorate a garden, etc.

bush shows difference -- not a tree, not the grass shrub is "wild bush"
