Assuming this is not a joke or a pun... there are several tailless dog breeds. In the United States, Boston Terriers and English Bulldogs are naturally tailless.
Sadly (I think) there are also some breeds, such as Boxers, that by custom have their tails removed.
Depending on where you saw it, it might also be some kind of joke, riddle, or pun.
