the difference between these two expression is: 1- I am going means you have plan , 2- I will go , means you like to go but you have no plan

According to my grammar book which is called English Grammar in Use I am going to school implys that I already have a plan to go school A: Why are you dressing like that? B: I am going to eat outside with my girlfriend. (I have a plan) A: I am hungry. But I don't cook. B: I will cook for you. (I didn't have a plan, I made up my mind to do that just now)
