Recently, I've got a message from one of my English language study buddies and actually it was : see you tomorrow 'with ON camera'. And the first thought of mine : why? Isn't it right to say 'with camera ON'.
So the question is: are these to options possible and if yes, would they imply two different meanings? If no, which one is correct for ordering someone to enter the Meet (for example) conference and switch on their cameras?

You're correct, 'with on camera' is not a standard expression. To be 'on camera' is a normal expression, but it would not occur as 'with on camera.' It would be 'with camera on' or 'with your camera on.'

The expression 'on camera' is used as a phrase to mean 'being filmed:'
