I recommend "Löwenzahn" - a program for children (but no cartoon), so they talk pretty slowly. It started in the 80's and is still running and you can find plenty of it at youtube.

As for a movie: "Das Wunder von Bern" (http://www.amazon.de/Das-Wunder-Bern-Louis-Klamroth/dp/B00377IRXU/ref=sr_1_2?ie=UTF8&qid=1461010015&sr=8-2&keywords=das+wunder+von+bern) - a story set after WWII (1954). My aunt, who can remember the time, told me, that it was pretty much like that back then. So it is not just language but also some history and background you get.

what many German learners watch is Tatort. It is a serie. You can find ich in youtube I think. What I can recommend is "Alarm für Kobra 11"(serie)

When you prefer comedy "Doctors diary"

We have some comedians but I think humor is difficult to understand and varies from country to country. My favorit at the moment is Martina Hill (also on youtube)

i watched Extra on youtube when i was beginner, it was a little helpful..
for advanced level i suggest some Tv Shows:  Deutschlan 83, Stromberg ( it's the german version of The office)
