Follow my advice, you must dedicate at least one hour everyday listening and understanding something in english, it can be a radio show for example. The english books will give the grammar basic and they are very imporantm but nothing can be more affective than real conversation. Movies, Music and Chats will be of great value and the combination of all can helps you to reach a real good level.

Talking with a native speaker is definitely the best approach for learning to speak in any language.

To be an expert in writing English, you would have to learn about grammar and read as many books as you can to see how the grammar you learnt about gets practically used.

However, even to just speak and write at a basic level you still have to practice, practice and practice some more.

So, the people in China are still not that wrong :-)
