There's an American band named "Cake" (You probably know of them. I think they're from Philly...Philadelphia.). Listen to their song, "Short skirt, Long jacket" to hear the idiom used in context. I think that's the song's title. I think it's used in the lyrics. Neil described it perfectly. Some other idiom with similar meanings: "on the ball", "with it", "in tune" and "in tune to one's surroundings", or simply, "sharp".

"sharp as a tack" is an idiom which means to be very intelligent; mentally acute.    Example:  "Mrs. Jones may be 90 years old, but her mind is still as sharp as a tack."
