Neither is "easy" but I think IELTS might be easier.  They are both approximately 4 hours, and both have two writing tests, but IELTS has "academic" and "general" tests.  If you can take either, take the general.  It has easier writing portions.  Also, with IELTS you do the speaking to an actual person not on the computer.  I think it is easier to speak to a person and be able to look at that person when you speak.  Just my thoughts. All in all, I think TOEFL is the hardest test of its kind, almost like the GRE for graduate students.

I can recommend Toefl ibt as the summit of English exams. If you pass the exam and take appropriate results  it will mean that your English is absolutely workable and your brains are too.
