Whether you should spend more time reading or speaking practice depends upon what your goal is in your target language. If you want to travel to a certian country, then speaking would be better, if you need to pass a reading test, then reading is better. Good luck!
it's obvious reading the language would be super helpful and quite important, but in my opinion the social aspect of actually using the language in conversation with a native speaker is more important than reading. For example, it's quite easy for me to read in Spanish, however when I try to have a conversation in Spanish, it's much harder because sometimes it's hard for me to catch everything the other person is saying and translate it quickly enough so I could understand. by raising your social skills, you can more easily comminicate first hand with native speakers.
