arrive on the scene ? arrive at the scene? "The police arrived on the scene of the crime. They arrived upon the scene of a frightening accident. What did they do when they arrived at the scene?" (an example from an online free idiom dictionary) I am confused of their usages, are they (arrive on the scene / arrive at the scene) meaning the same thing? Thank you very much!

arrive on the scene? arrive at the scene?

"The police arrived on the scene of the crime. They arrived upon the scene of a frightening accident. What did they do when they arrived at the scene?" (an example from an online free idiom dictionary)

I am confused of their usages, are they (arrive on the scene / arrive at the scene) meaning the same thing?

Thank you very much!

The best option is 'arrive at the scene.' The reason is because 'at' is normally used for a general location, for example, I waited for 10 minutes at the bus stop.
