'I get them to you on Wednesday,or before Wednesday,or what'?

on wednesday would here mean that data would be provided only on wednesday but by here would mean data would be provided any time between the moment its spoken to the latest by wednesday.

by Wednesday = at the latest, Wednesday
That is: it will be ready any time between now and Wednesday.
