Is "would" the past tense of "will"? What is the difference?

It isn't exactly the past tense but yes that is what You would use. Will is just for Future tense : I will go to the movies with you tomorrow . or for a question: Will you come with me to the movies? Would is kinda used for both present / past tense : I would have went to the movies with you if I wasn't grounded . or present: I would love to go to the movies with you.

Will is used to talk about the future (when you do something you haven't planned earlier) e.g: Someone is at the door. I'll answer it. Would can be used for 1-Describing past habits (in this case it is only used with dynamic (action) verbs like play, dance...etc. ) e.g: When I was younger I used to live in the countryside. I would ride horses and ponies every weekend. 2-Imagining a different reality, especially when it is used in second conditionals. e.g: If I had enough money, I would buy a new car. Notice that both ' will' and ' would' are always followed by infinitive verbs.
