Can you give us the name of the song and the artist? A lot of slang is situational/contextual, or even made-up.
To be honest, I usually understand less than half of slang in most songs!
I know that one meaning of half-stepping is to do something halfway, so that it remains unfinished, like, half-baked.
In the US, we would say "half-a**edly", but don't say that because it's a bit vulgar! (for a learner of English anyways)
Short stroke could metaphorically refer to a car engine.
