I suppose it depends on if you are talking about a train car or an automobile.

I'm not sure, but I believe that the empty-empty ratio refers to the ratio of the car weight with passengers and fuel to the weight with the car when it is empty of both passengers and fuel.

I think it is the front and back seats have no passengers. This is taken into account in the calculations/consideration.
