If you need a document by a certain time, you would say "It is a bit of a rush" for example You can say something in the lines of "The dinner was a bit rushed" - "It was a bit rushed" - that is, referring to the dinner. Which one you use depends on what you want to say.
In this case, I think the most appropriate form would be " It is a bit RUSHED".
