you can say, （私は）中国語と台湾語、英語、日本語が少しだけ分かります。 but sometime it could be confusing, because it could means like below, ".....little bit chinese, little bit taiwanese, little bit english, little bit japanese,,," so, you can also say separately not to make confusing, (私は)中国語と台湾語、英語が分かります。それと、日本語は少しだけ分かります。

(watashi wa) chuugoku to, taiwango to, eigo to, nihongo ga sukoshi hanasemasu.

Ikaga desu ka. watashi-wa skoshi nihongo-ga( place the names of other languages adding ga) wakarimas. sayo-nara.

訂正：台湾語が存在していません。いわゆる台湾語の本当の名は”闽南語”です。
