Actually, this phrase is slang. It is hard to explain, so I will use an example. If someone says "There better not be a dog." It means "if there is a dog there, I will be extremely upset"

The correct phrase is "There had better not be". The speaker is omitting the "had", we do that sometimes when speaking fast. Or use a contraction: "There'd better not be"
