I don't know it either, but after some quick search on google, I found this: http://www.nigms.nih.gov/Research/FeaturedPrograms/Collaborative/GlueGrants/ It's a program that would give funding to the researchers under the National Institute of General Medical Sciences (NIGMS) to focus on specific research areas that are too difficult but very important to the mission of the said organization (NIGMS). Basically, it's just a name for a funding program.
