a "tough cookie"---how is it different from a "tough person"? When the expression "tough cookie" is used instead of "tough person", what difference does it make? I'd like know about the nuance. A tough person is used to describe someone that is physically strong and has endurance. It could be at work, sports or street-fighting etc.

a tough cookie or a tough nut to crack are usually used to describe someone that is hardheaded. Someone who is not willing to change their opinion/mind.
