that is an Islamic law, if you find something of value, you have the right of 10%, and I think it is fair for both sides

Guangzhou City has worked out a draft regulation to solicit opinions from the public regarding lost-and-found articles. Owners who have lost belongings returned to them by good samaritans can voluntarily reward the person up to 10 percent of the lost item's value.
