what is the difference between "apply for a job" and "submit an application form"?

That's not hard. You know what an "application form" is, and you know what "job" is. Surely you know the difference!
The words "apply" and "submit" are also very different. You can find them in the dictionary.

I can apply for a job verbally, without submitting a written form.
Most of the time, however, I would assume some form was involved if I applied for a job.

"apply for a job" and "submit an application form"
You can submit an application form for anything. To get some information, or to get something done or even to apply for a job.
You can also apply for a job without an application form verbally.
So the two are too different to be compared :)
