It’s kind of joke. You can use 폭풍 as a adjective. For example, there are 폭풍성장, 폭풍흡입. As you know 폭풍 is a storm. If you use 폭풍 as a adjective, then it means radical change and a great[considerable] change. Beside Its combination of words are funny so it’s became a joke. 폭풍흡입 means eating food too much and quickly. It’s used within young person. We use 폭풍다이어트.
