"How did it taste to you?" Would usually be asking if it was good or bad while
"What did it taste like?" Is more asking for a comparison to something else.
How did it taste?
It was good
What did that taste like?
It tasted similar to chicken.

It means more "Did it taste good?" This is because the expected answer is 'delicious', 'good', 'so-so', 'awful' or some answer along those lines.
"What did it taste like?" would most likely bring an answer of "It tasted like chicken."
