No. Drop by, is the same as drop in. You are stepping in for a minute. I thought I'd drop by Starbucks and pick up a coffee.
Drive by, means to drive by something, the same way you would walk past or walk by something.
Or as a phrasal verb, A drive by is when someone shoots from a moving vehicle.

"drive-by" used as an adjective =Performed from a moving vehicle:
Example
The drive-by shooting was committed by a gang .
As a noun, "drive-by" = an act, such as a random shooting, performed from a moving vehicle.
Example: " Did you witness the drive by? " asked the policeman

Generally there are two situations where this would be used.
First, if someone wanted to stop in a place such as a store one would say "I'm going to drive by the store." However not everyone uses it in this context.
Secondly, it more than likely relates to a gangland shooting where a person shoots another person from a moving car. The term is most often used in rap music. Saying "I don't want to live in fear of a drive-by" means I don't want to live in fear of being shot.
