I'll just give you some examples of how I'd say it: "As a consequence of underfunding, the level of education will fall." "Consequently, the level of education will fall." "In consequence, the level of education will fall." Normally we would say "as a consequence of X, Y will happen." For your example, I think "consequently" or "in consequence" is better.
