"had been rejected or have been rejected" which one is correct for past tense.
I am writing a letter to my boss, Our Claim had been rejected by the Engineer (2 years ago).

Although, we could answer that 'had been rejected', the past perfect, is correct "for a past tense" we cannot say whether or not it is correct for your purposes. Both of your examples - the past perfect and the present perfect - 'has been rejected' - have links with past time. We definitely need more context.

Simple past tense is "was rejected'."Had been rejected" is past perfect, and "have been rejected" is present perfect. You'd have to provide more context for me to determine which tense is appropriate for your sentence.
