"Which" means the comic strips aren't funny.意思是说连环画一点都不搞笑，这也真不容易。这应该是种反讽的语气。

It sounds to me like they're saying that it's hard to make a comic strip that isn't funny at all. In other words: The person thinks that making a comic strip that is even a tiny bit funny should be easy to do.
