If an officer shouts "Bag check!" to another officer at the airport, that means that your luggage is to be checked.

There are no actual errors here, but the 'is to be' phrase sounds a little awkward. This is quite a formal construction, and it doesn't sit comfortably in the sentence. How you change it would depend on the nuance of what you want to say: needs to be? has to be? is about to be?
