The question should be:
'What's the best way to learn phrasal verbs?'
And the answer is:
In context!
Don't learn lists.
Don't study them from dictionaries.
Don't try to translate or memorise phrasal verbs on their own - you learn must them in complete sentences.
Why?
Because different phrasal verbs have different meanings in different contexts
Because phrasal verbs don't all behave in the same way - some can separate and some can't, some can take an object and some can't
Because the words in the sentence around the phrasal verbs are just as important as the verbs themselves

It's possible to search for a list of "most common phrasal verbs", but it will be almost useless if you don't have context (ie. a full sentence) to understand them.
Get a pen and paper, and have a play around on this page: http://www.roadtogrammar.com/phrasalverbs
Remember that the definitions on that page are only for that particular sentence. As Su.Ki. has pointed out, phrasal verbs can easily change meaning in a different context. I have several lesson plans which show how all this works, if you're interested.

Phrasal verbs are usually two-word phrases consisting of verb + adverb or verb + preposition. Think of them as you would any other English vocabulary. Study them as you come across them, rather than trying to memorize many at once....
