It's not a very good question, because it has two answers - B and D, either present perfect or present simple. B seems to be the better answer, but D is also possible.

In my opinion both B and D are possible and correct. I would be more likely to use B. The present perfect just emphasizes that the act has been completed. http://www.usingenglish.com/forum/threads/178929-As-soon-as-present-perfect-or-present-simple http://www.english-test.net/forum/ftopic136114.html
