It would be correct to say "I enjoy talking to my friends" and incorrect to say "I enjoy talking my friends." Without the "to" it's unclear what you exactly mean. You need some preposition after "talking". So "I enjoy talking with my friends" and "I enjoy talking about my friends" are both also correct sentences, although the latter has a different meaning.
Therefore, you need a "to" at the end of "I have friends that I enjoy talking to." To be more correct, you should actually say "I have friends whom I enjoy talking to." You use "whom" when referring to people and that for objects.
And lastly, notice that "I have friends whom I enjoy talking with" and "I have friends whom I enjoy talking about" are also correct sentences.
So to figure out whether you need a "to" at the end of a sentence, try rearranging the sentence and see if a "to" is necessary for the sentence to make sense. I hope this helps and if you have any questions let me know!
