The first three are correct.
The verb "stick" is not used with the verb "learn".
Maybe, the verb should be "stand".... My brother can't stand learning English.
In this context, "stand" means "tolerate".

Smoking interferes with your health.
This is grammatically correct, but 'interferes' is not the right verb to use here. You could use a neutral phrase such as 'affects your health', or else say 'damages your health'.
Were you taught English at school?
This is perfect.
The streets were to be cleaned yesterday.
If you mean 'according to the schedule, the streets should have been cleaned yesterday but they weren't cleaned', this is correct. If you didn't mean this, then it isn't right.
My brother can’t stick learning English.
Do you mean that he really hates it? If so, it would be better to say 'He can't stand learning English'
