Q2: what's the meaning of "Good for them"?

It's not exactly literal, because it's an exaggeration to emphasise the loudness of the bells. But it does refer to people literally ringing bells. "Good for them" means something like "If that's what they want to do then I don't mind" (although it could also include the additional meaning of "...but I wouldn't want to do it myself")
